How representative are referendums? Evidence from 20 years of Swiss referendums

Direct democracy allows citizens to reverse decisions made by legislatures and even initiate new laws which parliaments are unwilling to pass, thereby, as its proponents argue, leading to more representative policies than would have obtained under a purely representative democracy. Yet, turnout in referendums is usually lower than in parliamentary elections and tends to be skewed towards citizens of high socio-economic status. Consequently, critics of direct democracy argue that referendum outcomes may not be representative of the preferences of the population at large. Analysis of the Effects of Reservoir Operating Scenarios on Downstream Flood Damage Risk Using an Integrated Monte Carlo Modelling Approach

The aim of this study is to analyse the effects of reservoir operating scenarios, for flood damage evaluation downstream of a dam, using a Monte Carlo bivariate modelling chain. The proposed methodology involves a stochastic procedure to calculate flood hydrographs and the evaluation of the consequent flood inundation area by applying a 2D hydraulic model. These results are used to estimate the inundation risk and, as consequence, the relative damage evaluation under different water level conditions in an upstream reservoir. CSMA/CA (Carrier Sense Multiple Access/Collision Avoidance) is actually the most used method in ad-hoc networks for transmitting on a contending medium, even if it shows poor performance in presence of hidden nodes. To increase performance, we propose an algorithm that combines CSMA and TDMA (Time Division Multiple Access) approaches. The adopted solution consists of grouping contending nodes in non-interfering subsets and granting a different numbers of time slots to different groups, while using the CSMA to manage medium access among nodes belonging to the same subset. Human Duties and Rights in an Intercultural Perspective

This paper reflects on the possibility of opening new ways of revaluing the role of human responsibilities and duties by establishing a relationship with rights that goes further than a simple correspondence between correlative terms. Approaching the interdependence between the language of rights and the language of duties from an intercultural perspective helps achieve an increasingly broader, but necessarily more complex, consensus. This analysis goes back to the Universal Declaration of Human Rights, which left duties in the background but showed the incipient presence of an intercultural purpose thanks to the work of UNESCO. The study presents a brief description of modern European football, including the phenomenon of financial oligarchization of sport, and uneven redistribution of the benefits of sport. The results of the study of many specimens preserved in different European museums are reported. The tribe Terpnistrini Brunner von Wattenwyl, 1878 is resurrected. The distribution of the following species is enhanced: Pardalotaasymmetrica Karsch, 1896, Diogenadenticulata Chopard, 1954, Diogenafausta (Burmeister, 1838), Plangiopsisadeps Karsch, 1896, Poreuomenasanghensis Massa, 2013 and Tylopsiscontinua (Walker, 1869).
